I've been using a paint marker but it takes forever to dry. Sharpies are even worse, and wear off after small amount of handling.
Any other suggestions?

Have you tried using a label maker? I use one for labeling many items but have never tried labeling ICs. hte labeling is very easy to read and is semi permanent (assuming you stick it to a clean surface). my only complaint is the excess (in my opinion) lead and tale of each label. I mostly get around that issue by making multiple labels at once and then cutting them apart. many label makers can be connected to a computer to make some labeling tasks easier.
